Insurance commissioner seeks fee on private health plans to stabilize individual market

Fearing Louisiana’s individual health insurance market is in “a death spiral,” state Insurance Commissioner Jim Donelon wants to lower premiums with a new reinsurance program funded by a fee on most private health insurance plans.
